Agency gives itself a D- on recreation in USFS report

The Forest Service report was released in August, 2015 in Region 1, according to this news report, but drew little attention nationally.  Now it’s been signed-off by all the regions and has drawn renewed interest.  What’s the message here that we should be taking away from this less-than-stellar agency self-assessment?  Is it merely another funding-needs-to-be-enhanced plea, this time dressed in consumer-appeal garb?  Or it it something deeper and more important?  Rob Cheney, at THE MONTANA STANDARD, authored this news article, which was published on Feb. 7th.
